		<description><![CDATA[I agree with Rebecca&#039;s last point about &#039;a step in the right direction&#039; but would go even further. Despite continued bas press Azerbaijan has actually made very impressive progress since it was freed from the USSR. It is continually improving democracy and rule of law as well as striving to implement interrnational best practice in business, regulation etc. Yes, there is still more to do but more praise for what has already been done is justified I think and surely would only encourage ever greater steps.]]></description>
