		<description><![CDATA[Councils using public money to conduct litigation of all kinds is nothing new, whether it&#039;s abusing libel laws or allowing petty officials to pursue litigation no normal sensible person would consider financially justifiable.  As it&#039;s all public money, whether the council are the plaintiff or the defence, the basic rule never changes - heads they win, tails the rest of us lose.

Even when the council are the defendants - they still can&#039;t lose, for obvious reasons.

The town hall clones - in my experience, far too often small-minded people drunk with petty power - might stop and think occasionally if court decisions against them came out of their own pockets.

And I love Adam&#039;s observation - never thought of the tax angle.  OK IoC - subject for another petition?

IoC pursues some very important national and international campaigns.  Perhaps UK local government might seem small potatoes in comparison.   But the fact is that organisations salaried and funded to aid the public are instead often the bane of our lives.  Between colossal ineffiency and a culture of self-righteousness, the whole system is now a sick joke.]]></description>

As a general principle, if your employer pays for something on your behalf which isn&#039;t directly necessary for you to do your job, then you incur a tax liability.]]></description>
