Theobvious point against placing onus on ISPs to block porn, ids that not all their customers who watch porn will want to report that to the ISP. Whatever the reason (matrimonial, personal etc.) the customer should be the one with the responsibility to block porn or take control so that their children do not see porn. The move by backbencher can be seen as a pretext to introduce yet more coersive measures by ISP proxy to control/censore internet. Technology will exist to circumvent any ISP attempt to block and no doubt this will be used as an excuse by Government to introduce even more restrictive practices on internet viewing. I think this ill-conceived policy will backfire on the Government, and be seen for the shallow attempt at control that it is.
