Index on Censorship is proud to announce that long-time BBC reporter Razia Iqbal and CEO of the world famous Serpentine Galleries Yana Peel will join a panel of judges to decide the 2018 Freedom of Expression Awards Fellowship winners.

The Freedom of Expression Awards, now in their 18th year, honour champions of free expression and those battling censorship around the world in the field of arts, campaigning, digital activism and journalism. Many have faced prosecution and punishment for their work.

Peel sits on advisory boards for the Tate, the British Fashion Council and the Lincoln Center for the Performing Arts, and is a young global leader of the World Economic Forum. Currently CEO of the Serpentine Galleries, she previously ran Intelligence Squared Group, a leading forum for live debate, and was a regular contributor to the Davos annual meeting and the DLD, particularly on topics at the intersection of technology and visual art.

Iqbal has been an arts correspondent for the BBC for over a decade and is one of the main presenters of Newshour, the flagship news and current affairs programme on BBC World Service radio, and regularly presents The World Tonight on BBC Radio 4.

Iqbal says “In my lifetime, there has never been a more critical time to fight for freedom of expression. Whether it is in countries where people are imprisoned or worse, killed, for saying things the state or others, don’t want to hear, it continues to be fought for and demanded. It is a privilege to be associated with the Index on Censorship judging panel.”

The judging panel will also include Raspberry Pi Ltd CEO Eben Upton, founder of the Raspberry Pi Foundation, a UK-based charity that advances computer science education in schools, who was recently elected to the fellowship of the Royal Academy of Engineering in 2017; and Tim Moloney QC, deputy head of Doughty Street Chambers and Band 1 of Crime Silks, classed as leading silk in the current Legal 500.

Announcing the judging panel, Index on Censorship chief executive Jodie Ginsberg said:“Freedom of expression is a right that our award winners and nominees work tirelessly to defend. The awards draw attention to the repression that they face every day and give us a chance to celebrate and support these inspiring journalists, activists, and artists.

“We’re excited to announce this year’s remarkable panel of judges, who are leaders and experts in their fields. The Freedom of Expression Awards Fellowship recognise global free speech heroes and provide assistance so that their important work can continue.”

Previous winners of the Freedom of Expression Awards include Nobel Peace Prize winner Pakistani education campaigner Malala Yousafzai, Chinese political cartoonist Rebel Pepper and Yemeni street artist Murad Subay. Hundreds of public nominations are made for the awards each year. Many of those nominated are regularly targeted by authorities or by criminal and extremist groups for their work. Some face regular death threats, others criminal prosecution.

Previous judges include digital campaigner and entrepreneur Martha Lane Fox, Nobel laureate Wole Soyinka, Harry Potter actor Noma Dumezweni, novelist Elif Shafak, award-winning journalist and former editor-in-­chief of Vanity Fair and The New Yorker Tina Brown and human rights lawyer and shadow Brexit secretary Keir Starmer.

The Freedom of Expression Awards Fellowship ceremony 2018 will be held on April 19 in London.

Self-censorship stifling UK artistic expression

Widespread self-censorship and fear of causing offence is suppressing creativity and ideas in the United Kingdom, according to a conference report published by Index on Censorship.

The findings are based on the January 2013 conference ‘Taking the Offensive – defending artistic freedom of expression in the UK’ — the first national debate about the social, political and legal challenges to artistic freedom of expression.

The conference was hosted by Jude Kelly, OBE, artistic director of Southbank Centre. The keynote speech was delivered by Nicholas Serota, director of Tate. It brought together arts leaders with senior police, lawyers, media and internet executives, religious commentators and arts funders to explore challenges to artists and the growth of self-censorship in contemporary culture.

There are multiple pressures on artistic freedom of expression and censorship has become a major issue for the arts sector in this country, the report reveals. Among the key findings:

  • • Widespread self-censorship at an institutional level is suppressing creativity and ideas, with some artists from black and ethnic communities experiencing additional obstacles
  • • Worries about public and media ‘outrage’ or the loss of funding if they cause offence are causing many cultural institutions to be overly cautious in their choice of work at commission and production stages
  • • The fear of police intervention or legal action is fuelled by a lack of information about the legal framework around freedom of expression

Some of the pressures on artistic free expression in the UK can be explained by a climate of caution and security consciousness.  A preoccupation with risk assessment in arts organisations and public institutions, including the police, can lead to a prevalence of uncontentious, safe programming that limits both the range of voices and the space for artistic expression.

Throughout the day-long conference, there was a recurring call for programmers and producers to reclaim controversy; to embrace the disagreement and discord that is inherent to art work that engages with socially sensitive subjects.  Many participants stressed the importance of art that explores challenging questions and the contribution that debate, generated by artwork, makes to democracy.  Greater transparency about decision making, greater co-operation between organisations and more open debate with the public were seen as key components to any strategy to reinforce support for freedom of expression.

Is nothing sacred?

Self-censorship, market forces, nudity in Trafalgar Square and offence were all up for discussion at the launch of Index’s on Censorship magazine’s “Art Issue” on Wednesday at the Free Word Centre.

Artists Langlands & Bell gave a firsthand account of what it was like to have their work censored by the Tate despite their willingness to alter parts of the work to ensure the gallery was not in contempt of court. Ben Langlands spoke of the frustration they felt at not being able to show their work in its entirety – and with Tate for not being transparent about the reasons behind the removal of their film  “Zardad’s Dog”, part of their Turner-nominated The House of Osama Bin Laden.

But contemporary politics is of course only one factor determining what art the public gets to see.  Langlands also raised the subject of financial forces taking their toll on free expression in the art world. Artist Peter Kennard, who was in the audience, argued that, from the moment a student enrols in art school, censorship is at play, finding a comfortable home in art institutions, supported as they are by corporate sponsors. But London Mayor Boris Johnson’s culture chief Justine Simon argued that all subjects are fair game for artists. Another member of the audience, a legal consultant specialising in art law, spoke of the real danger galleries face if they choose to exhibit controversial art – often resulting in a visit from the police.

The Guardian’s art critic Adrian Searle lamented the fact that gallery publicity materials constantly insisted an exhibition would challenge preconceptions. “I can’t remember the last time that happened”, he said. “I want the right to be offended; I don’t want someone telling me what I can and can’t look at.”

Yasmine Alibhai-Brown, who spoke of her firsthand experience of paying the price for artistic freedom, denied the existence of any “fantastic freedom” in the UK. She insisted the real concern around freedom of expression in visual art was not offence, but a very real need for “sophisticated thought” in a complicated society. An honest and fair look at each individual context was necessary; occasionally “internal censorship is not a bad thing at all”, she added.
