In the articles, Torres said experts undertaking the rebuilding\u00a0of a key aqueduct intended to supply water to the city\u2019s inhabitants, had claimed that\u00a0\u201cineptitude\u201d and \u201cpoor workmanship\u201d had caused parts of the aqueduct wall\u2019s veneer to fall off.
