While improving safety is important, Pe\u00f1a Nieto must also remember that protecting journalists and human rights workers must go beyond words, says Sara Yasin<\/strong><\/p>\n<div id=\"attachment_48132\" style=\"width: 710px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.indexoncensorship.org\/newsite02may\/wp-content\/uploads\/2013\/06\/1654987.jpg\"><img decoding=\"async\" loading=\"lazy\" aria-describedby=\"caption-attachment-48132\" class=\"  wp-image-48132\" src=\"http:\/\/www.indexoncensorship.org\/newsite02may\/wp-content\/uploads\/2013\/06\/1654987.jpg\" alt=\"Jazm\u00edn Adri\u00e1n | Demotix\" width=\"700\" height=\"481\" srcset=\"https:\/\/www.indexoncensorship.org\/newsite02may\/wp-content\/uploads\/2013\/06\/1654987.jpg 800w, https:\/\/www.indexoncensorship.org\/newsite02may\/wp-content\/uploads\/2013\/06\/1654987-300x206.jpg 300w, https:\/\/www.indexoncensorship.org\/newsite02may\/wp-content\/uploads\/2013\/06\/1654987-250x171.jpg 250w, https:\/\/www.indexoncensorship.org\/newsite02may\/wp-content\/uploads\/2013\/06\/1654987-290x200.jpg 290w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/a><p id=\"caption-attachment-48132\" class=\"wp-caption-text\">Enrique Pe\u00f1a Nieto, President of Mexico giving a speech at an awards ceremony in 2012<\/p><\/div>\n<p>Speaking at Chatham House, a foreign relations think tank, Pe\u00f1a Nieto <a href=\"http:\/\/www.chathamhouse.org\/events\/view\/191871\">delivered a lecture<\/a> outlining his general aims for addressing Mexico&#8217;s economic problems.<\/p>\n<p>I was most interested in what Pe\u00f1a\u00a0Nieto had to say about security: He listed lowering violence as a priority for his administration, and he has previously stated that <a href=\"http:\/\/www.foxnews.com\/world\/2012\/07\/05\/new-mexican-president-could-target-small-gangs\/?utm_source=feedburner&amp;utm_medium=feed&amp;utm_campaign=Feed%3A+foxnews%2Fworld+%28Internal+-+World+Latest+-+Text%29\">he ambitiously aims to<\/a> halve Mexico&#8217;s murder rate by the end of his six-year term.<\/p>\n<p>When asked about human rights violations,\u00a0Pe\u00f1a Nieto said that his administration&#8217;s &#8220;commitment is clear&#8221;, and even claimed that the country has already seen a reduction in violations during his six months in office.<\/p>\n<p>In April this year, the Mexican government <a href=\"http:\/\/www.cpj.org\/2013\/04\/cpj-commends-new-mexican-legislation.php\">approved legislation<\/a> broadening the jurisdiction of the country&#8217;s federal authorities, in order to prosecute crimes against freedom of expression.<\/p>\n<p>Pe\u00f1a\u00a0Nieto&#8217;s rosy overtures of peace and safety yesterday most certainly aren&#8217;t enough, as speaking out in Mexico comes at a price:\u00a0In the first 100 days of the new president&#8217;s time in office,\u00a0<a href=\"http:\/\/focus.protectionline.org\/2013\/04\/27\/briefing-on-the-mechanism-for-human-rights-defenders-and-journalists-pbi-mexico\/\">there have been<\/a>\u00a056 attacks against journalists, and 36 against human rights defenders, as well as one\u00a0assassination. According to the Committee to Protect Journalists, 28 journalists\u00a0<a href=\"http:\/\/www.visualnews.com\/2013\/06\/17\/the-deadliest-countries-for-journalists\/?view=infographic \">have been slain<\/a>\u00a0between 1992 and 2013.<\/p>\n<p>It might be too soon to really evaluate the new legislation, but journalist Anabel Hernandez says that\u00a0Pe\u00f1a Nieto &#8220;has no interest in either solving the murders of journalists or protecting them while they continue working in the country.&#8221;<\/p>\n<p>Hernandez, well-known for exposing government corruption, was warned in 2010 of a high-level police officer&#8217;s plot to murder her. She has received 24-hour protection from armed guards ever since, but it looks like that will be changing soon. Hernandez <a href=\"http:\/\/www.vice.com\/read\/journalist-anabel-hernandez--the-threats-to-free-expression-in-mexico\">told<\/a> Vice Magazine that she received a letter from Mexico City&#8217;s government in April notifying her that she would no longer be allowed an armed escort, and that her protection will now be transferred to federal police &#8212; the same officers that she says have been threatening her and her sources.<\/p>\n<p>The journalist reached out to the Secretary of Interior after receiving the letter, in order to press them to take her safety seriously. Hernandez has been &#8220;physically targeted in the past two years&#8221;, and her family members have also faced threats. The new programme only offers her a &#8220;panic button&#8221; which she says &#8220;does nothing to aid in the pursuit of the attackers.&#8221;<\/p>\n<p>She also said that the programme\u00a0&#8220;is being used simply to put on a show for the outside world. It&#8217;s a means to save face internationally. Keeping up international relations is more important than addressing freedom of expression.&#8221;<\/p>\n<p>Local activists <a href=\"http:\/\/focus.protectionline.org\/2013\/04\/27\/briefing-on-the-mechanism-for-human-rights-defenders-and-journalists-pbi-mexico\/\">are<\/a> currently pushing on the administration to stress the importance of human rights defenders and journalists, and take adequate measures to protect them.<\/p>\n<p><em>Sara Yasin is an Editorial Assistant at Index.
