{"id":93534,"date":"2012-03-05T14:41:53","date_gmt":"2012-03-05T14:41:53","guid":{"rendered":"http:\/\/blog.indexoncensorship.org\/?p=7961"},"modified":"2019-09-16T13:27:46","modified_gmt":"2019-09-16T12:27:46","slug":"paul-stephenson-leveson-met-police","status":"publish","type":"post","link":"https:\/\/www.indexoncensorship.org\/newsite02may\/?p=93534","title":{"rendered":"Stephenson blames Met&#039;s &quot;defensive&quot; mindset for phone hacking failure"},"content":{"rendered":"<p>The former commissioner of the Metropolitan police has said a \u201cclosed\u201d and \u201cdefensive\u201d mindset were the reasons behind the force not investigating phone hacking further in 2009.<\/p>\n<p>Sir Paul Stephenson told the <a title=\"Index on Censorship - Leveson Inquiry\" href=\"http:\/\/blog.indexoncensorship.org\/category\/leveson-inquiry-2\/\" target=\"_blank\" rel=\"noopener noreferrer\">Leveson Inquiry<\/a> there was a \u201cflawed assumption\u201d that the original 2006 investigation, Operation Caryatid,\u00a0which led to the jailing of former News of the World royal reporter Clive Goodman and private investigator Glenn Mulcaire, had been sufficient.<\/p>\n<p>He added that the force was hookedon a \u201cdefensive\u201d strategy that would not expand its resources without new evidence.<\/p>\n<p>In July 2009, then Assistant Commissioner John Yates was asked to review the 2006 investigation, \u00a0but ruled that there was no fresh material that could lead to convictions.<\/p>\n<p>Asked about re-opening the investigation in 2009, Stephenson said it &#8220;was simply not a matter of priority&#8221; for him. He added: &#8221;\u00a0Do I believe that there was a deliberate attempt to back off because it was News International? No I do not, sir.&#8221;<\/p>\n<p>Chiming with the evidence given last Thursday by the Met&#8217;s former Deputy Assistant Commissioner, <a title=\"Index on Censorship - \u201cPhone hackers don\u2019t kill you, terrorists do,\u201d Leveson Inquiry told\" href=\"http:\/\/blog.indexoncensorship.org\/2012\/03\/01\/phone-hackers-don%E2%80%99t-kill-you-terrorists-do-leveson-inquiry-told\/\" target=\"_blank\" rel=\"noopener noreferrer\">Peter Clarke<\/a>, Sir Paul agreed that priority in 2009 was investigating terrorism.<\/p>\n<p>In his <a title=\"Leveson Inquiry - Witness statement of Sir Paul Stephenson\" href=\"http:\/\/www.levesoninquiry.org.uk\/wp-content\/uploads\/2012\/03\/Witness-Statement-of-Sir-Paul-Stephenson2.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">witness statement<\/a>, Stephenson wrote that following the Met&#8217;s launch of hacking investigation Operation Weeting in January 2011, the the Chair of the Metropolitan Police Authority, Kit Malthouse, expressed a view that \u201cwe should not be devoting this level of resources to the phone hacking inquiry as a consequence of a largely political and media driven &#8216;level of hysteria&#8217;.\u201d<\/p>\n<p>Sir Paul was also quizzed about the controversial appointment of former News of the World deputy editor Neil Wallis as a PR consultant for the Met in 2009. In his statement Sir Paul wrote that &#8220;with the benefit of hindsight I regret that the MPS entered into a contract&#8221; with him.<\/p>\n<p>He said the pair had met in 2006, and that he himself played no part in selecting\u00a0Wallis&#8217;s PR firm, Chamy Media, as a consultant, noting that it was handled by the Met&#8217;s public affairs director, Dick Fedorcio.<\/p>\n<p>Sir Paul added that he had no reason to doubt that Wallis was a fit and proper person to be awarded the contract.<\/p>\n<p>He said was made aware in April 2011 that Wallis was a &#8220;person of interest&#8221; in Operation Weeting, and in July that he had been arrested.<\/p>\n<p>Elsewhere in his testimony, Stephenson told the Inquiry that there was the potential to become \u201cobsessed\u201d by headlines, and having to deal with \u201cnegative commentary\u201d was \u201cdistracting\u201d for senior officers.
