Northern indies given ACE boost while BookTrust receives £23m windfall (The Bookseller)

Press freedom must not be used as a bargaining chip

[vc_row][vc_column][vc_column_text]The call by four Arab states — UAE, Bahrain, Saudi Arabia and Egypt — for Qatar to close news network Al Jazeera is clearly motivated by a desire to control the media in the region and silence reporting of stories that these governments would rather not see exposed.

Al Jazeera has brought the world news from the Arab Spring and many of the recent important moments from the region. Including the closure of Al Jazeera in a list of demands that Qatar “should” comply with to end a diplomatic crisis is about reducing media freedom in a region where it is already threatened.

“From its treatment of blogger Raif Badawi to its tightly controlled media environment, the Saudi authorities must not be able to dictate access to information for the public in other countries. Al Jazeera and press freedom must not be used as a bargaining chip,” Rachael Jolley, editor of Index on Censorship said.

None of the nations involved have a free independent media. Bahrain regularly targets criticsjournalists and the one remaining opposition newspaper in the country, Al Wasat. Saudi Arabia sentenced blogger Raif Badawi to 10 years in jail and 1,000 lashes for his “criminal” writings. Egypt has regularly tried journalists on accusations of terrorism. The UAE, too, curtails discussion of its domestic policies. UAE Federal Law No. 15 of 1980 for Printed Matter and Publications regulates all aspects of the media and is considered one of the most restrictive press laws in the Arab world, according to Freedom House. Reporters Without Borders ranks them all below 118, with Saudi Arabia, Egypt and Bahrain all below 160 out of the 180 nations it covers.[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column][vc_basic_grid post_type=”post” max_items=”12″ style=”load-more” items_per_page=”4″ element_width=”6″ grid_id=”vc_gid:1498231474147-ef0d779a-68d3-0″ taxonomies=”9044″][/vc_column][/vc_row]

Index-led Mapping Media Freedom project officially launches in London

[vc_row][vc_column][vc_video link=”https://www.youtube.com/watch?v=IiBVfpI05Z0″][vc_column_text]Index on Censorship officially launched its Mapping Media Freedom platform at the London residence of Swedish Ambassador Torbjörn Sohlström on Wednesday 22 June.

Mapping Media Freedom is a database tracking threats and violations against press freedom across 42 European countries. The data is mapped to help raise awareness of the pressure journalists face as they do their jobs and help officials to take action to protect press freedom across Europe.

The event attracted journalists and internet rights activists to representatives from organisations devoted to freedom of expression, who were welcomed to the launch by Sohlström had received a special invitation from the ambassador.

Melody Patry, Index on Censorship’s head of advocacy, introduced the MMF tool and reminded the audience of why this project is necessary. She quizzed the audience on headlines mapped during the last month, asking them to guess which country offences took place in. Patry said that these offences take place throughout Europe, not just in countries with authoritarian governments. “It’s a way of highlighting problems, it’s a way of bringing people into the conversation,” Ambassador Sohlström said about the new tool.

Chair of Index on Censorship and Times columnist David Aaronovitch, who participated in a panel discussion with fellow journalists, former head of Swedish Pen Ola Larsmo and Director of BBC World Service Group Francesca Unsworth,  said that the media are facing a crisis of authority. “Both everybody and nobody can be believed.” According to Aaronovitch, this state of authority crisis tends to create a demand for new forms of censorship and problems journalists.

The journalists participated in a discussion, chaired by Index on Censorship CEO Jodie Ginsberg, that examined threats against journalists, hate speech and internet censorship. Unsworth suggested that the world is becoming more authoritarian regarding free speech rights, while Larsmo added that rights were generally moving in a “three steps forward, two steps back,” pattern, and we are living in a moment of retreat.

“People crave the kind of impartial journalism offered by mainstream media,” Unsworth said, noting that there is still a role for journalists.

Larsmo emphasised that common people should understand that their freedom is linked to freedom of the press and freedom of expression.

Formula 1 must reconsider plans for Bahrain race as crackdown intensifies

Dear Ms Woodward Hill, Mr Carey, Mr Brawn and Mr Bratches,

Thank you for your response on 16 April 2017 to the letter regarding the deteriorating human rights situation in Bahrain and the human rights risks associated with the Formula 1 event. We write to follow up on the points you raised on freedom of expression and proportionate use of force, based on evidence documented during this year’s event and to call on you to exercise enhanced due diligence in line with your human rights responsibilities.

In your letter, you explicitly state that Formula 1 expects “journalists and other commentators who wish to use the occasion of a Formula 1 Grand Prix event to express their opinions peacefully will be able to do so without reprisal,” and that “the host country will professionally train its public and private security officials to use lawful and proportionate measures in respect of any demonstrations around the time of a Formula 1 Grand Prix event.” Moreover, your own Statement of Commitment to Respect for Human Rights states that you “understand and monitor” through “due diligence processes the potential human rights impacts” of Formula 1’s global operations. While we note this commitment, the events around this year’s Grand Prix strongly suggest that Formula 1 needs to consider stronger “practical responses to any issues raised as a result of [y]our due diligence”.

The April 2017 Grand Prix coincided with government reprisals against journalists and the excessively forceful suppression of peaceful protesters. In the month leading up to the 2017 Grand Prix, former Agence France-Presse (AFP) photojournalist Mohammad Al-Sheikh was detained and interrogated for 24 hours at Bahrain International Airport. He is one of several Bahraini journalists working for international media outlets whom the Bahraini government has arbitrarily denied granting accreditation to since 2016. Another journalist, Nazeeha Saeed, was found guilty of reporting without a license in May 2017 and fined 1,000 Bahrain Dinars (USD $2,650). The outlets impacted by this denial of accreditation – AFP, Associated Press, France 24 and Monte Carlo Doualiya – alongside international press freedom NGOs, wrote in April: “These recent actions have had a chilling effect on the media’s ability to cover Bahrain at a time when the country faces a growing set of challenges. The apparently coordinated action against journalists working for international news agencies suggests that Bahrain—which prides itself as being a business friendly, reform-minded beacon of openness and tolerance—aims to block independent news and images from reaching the wider world.” These findings are reinforced by the statement by five UN human rights experts in June 2017 called on Bahrain to “immediately cease its campaign of persecution against human rights defenders, journalists and anyone else with divergent opinions.”[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column width=”1/4″][vc_icon icon_fontawesome=”fa fa-times” color=”black” background_style=”rounded” size=”xl” align=”right”][/vc_column][vc_column width=”3/4″][vc_column_text]

In light of the severe restrictions on journalists rendering free reporting impossible and the Bahraini authorities’ continued use of excessive and indiscriminate force, we ask Formula 1 to reconsider its plans for a 2018 race in Bahrain.

One such protest where demonstrators carried placards criticising the F1’s presence in Bahrain occurred in the village of Duraz, west of Manama, in the week of the race in April, where security forces intensified their presence at checkpoints into and out of the village, which has been subject to a police blockade for twelve months. Witnesses told local media that the security forces were “aiming at identifying foreign reporter covering the Formula 1 tournament who might attempt to enter the village to report what is taking place there. (sic).” Police employed excessive force, including excessive tear gas, against peaceful Formula 1 protests opposed in Sitra, south of Manama. Such use of undue force is not unprecedented and is part of a pattern of reprisals witnessed around the event in previous years, when the Formula 1 has led to arrests related to the freedoms of expression, association and assembly.

As stated in both the previous 5 April letter and in the dossier of human rights violations committed during the 2015 and 2016 Grands Prix, sent 30 March, 17-year-old Ali Abdulghani Ashoor Mohammad Alkoofi was killed during the 2016 Grand Prix when he was allegedly struck twice by a Bahraini police vehicle. On the eve of the 2012 Grand Prix, 36-year-old father of five Salah Abbas was beaten and shot to death by riot police during a protest in the village of Shakhura.

We believe businesses have a particularly important role to play in protecting civic freedoms, but we are not alone in this: the 2016 UN Human Rights Council Resolution A/HRC/RES/31/32, the latest report by the UN Special Rapporteur on Human Rights Defenders, the statement by the UN High Commissioner for Human Rights to the World Economic Forum 2017, and the 2017 World Economic Forum’s Global Risks Report, all call upon businesses to do so.

In light of the severe restrictions on journalists rendering free reporting impossible and the Bahraini authorities’ continued use of excessive and indiscriminate force, which most recently led to the deaths of five protestors in Duraz village in the deadliest police attack on protests in King Hamad’s 18-year reign and which UN human rights experts say are unlawful killings, we ask Formula 1 to reconsider its plans for a 2018 race in Bahrain.

We call on you to exercise enhanced due diligence, as per your corporate commitment, with the view to ensure that such unlawful acts are not repeated and that your presence in the country is not causing harm.

Specifically, we call on you to revisit and clarify the measures you have in place to ensure the expectations expressed in your letter and human rights commitment are met, and to use your leverage to urge the Bahraini government to end its crackdown on journalists and peaceful protestors. Failing to exercise due diligence and thus abide by your own Statement of Commitment to Respect for Human Rights risks greater complicity in human rights abuses in Bahrain and the tarnishing of your brand’s reputation.

OSCE must urgently appoint new representative on freedom of the media

[vc_row][vc_column][vc_column_text]We, the undersigned, journalists’ and freedom of expression organisations, are writing to urge the Permanent Council of the Organization for Security and Co-operation in Europe to appoint a new mandate holder to the Office of OSCE Representative on Freedom of the Media (RFoM) following the end of Ms Dunja Mijatović’s tenure in the position in March of this year.

As we stated in our letter dated 16 February 2017, we believe strongly in the high value and importance of the Office of the RFoM, and in the mandate of the Representative that has been agreed by all OSCE participating states:

“The OSCE Representative on Freedom of the Media has an early warning function and provides rapid response to serious non-compliance with regard to free media and freedom of expression. The OSCE participating States consider freedom of expression a fundamental and internationally recognised human right and a basic component of a democratic society. Free media is essential to a free and open society and accountable governments. The Representative is mandated to observe media developments in the participating States and to advocate and promote full compliance with the Organisation’s principles and commitments in respect of freedom of expression and free media.”[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column width=”1/4″][vc_icon icon_fontawesome=”fa fa-times” color=”black” background_style=”rounded” size=”xl” align=”right”][/vc_column][vc_column width=”3/4″][vc_column_text]

The work of the RFoM remains of critical importance, with journalists and media workers facing significant and new pressures across the OSCE region

[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column][vc_column_text]Since its inception in 1998, the Office has had a mandate holder without interruption, and successive Representatives on Freedom of the Media have helped to maintain freedom of media on the policy agenda within the OSCE and made a considerable contribution to a number of initiatives related to press freedom in the OSCE region. This was made possible by both the independence conferred on the Office and the profile of the Representatives who have shown determination, vision and steadfastness in fulfilling their mandate.

The former mandate holder, Ms Dunja Mijatović, left the Office on 10 March 2017, having served a one-year extension of her two three-year terms. The Austrian Chairmanship of the OSCE gave a deadline of 7 April 2017 for nominations for her replacement and yet, to date, there has been no announcement of her successor.

This situation is of great concern to media and other stakeholders, including many organisations actively concerned for media freedom in Europe who fear losing a valuable partner and voice. The work of the RFoM remains of critical importance, with journalists and media workers facing significant and new pressures across the OSCE region.

While the Office of the Representative has continued to uphold its mandate in the transition period since Ms Mijatović’s departure, the strong leadership of the Representative is essential to ensure national governments across the region remain accountable to their commitments to the protection of journalists and media independence. A failure to appoint a new mandate holder risks rolling back progress achieved in protecting media freedoms, undermining advances into promoting stable, tolerant and accountable societies.

That is why we urge all Participating States to press on the OSCE the need to appoint a new Representative on Freedom of the Media without delay and to ensure the Office’s achievements over the last two decades are not lost.

We also encourage the Participating States to use their collective weight to influence the choice of the new Representative, and by doing so, ensure the best profile possible with a track record of independence and proved commitment to freedom of expression and freedom of the press for this important position.

A COUNTRY’S SENSE OF humour is a nebulous thing. But when it starts to disappear, something serious is afoot.

And so it is in Spain right now. Comedy, it turns out, is touching a nerve, as it often does, and rather surprisingly the lawyers are getting involved. Comedy is not only a threat, but under threat.

What’s bizarre is, this is Spain, a modern democracy, a solid, sensible country at the centre of Europe. Locking people up for making a joke, that’s something you might expect from an authoritarian and struggling state. But Spain?

Well, it turns out, this is Spain in the 21st century. The list of comedy offences is not short. Spanish comedian Dani Mateo was told to testify before a judge in May for telling a joke referring to a monument built by Franco’s regime as “shit”. He told the joke during a satirical show. Now it doesn’t sound like the best joke in the world, but hell, we defend his right to tell it. And Mateo is not alone in the Spanish comic fraternity. There’s Facu Díaz, who was prosecuted last year for posting jokes on social media; Cassandra Vera, who was sentenced to a year in prison for making jokes about a former Spanish president; and three women who were accused of a religious hate crime for mocking a traditional Easter procession. Puppeteers whose Punch and Judy show included a sign for a made-up terrorist organisation carried by a witch spent a year fighting prosecution, unable to leave the country for weeks, receiving anonymous threats and having to report regularly to the police. On and on it goes, as Silvia Nortes reports for us on page 85.

So why does any of this matter? Well, jokes are a barometer of public mood, and as British comedian Andy Hamilton told this summer’s Hay Festival, you can even use them to test how much the public like or dislike a politician or public figure. He remembered making a joke about then Prime Minister Margaret Thatcher, and being told by one of her staunchest supporters to expect a wave of outrage. On checking, he found just three complaints, and that’s when, he said, he knew Thatcher was on the way out. Similarly, a recent joke about former UK Justice Secretary Michael Gove received a big fat zero moans in the BBC complaints box. Hamilton reckoned this was a sign of just how little the public cared about Gove.

So jokes do take the temperature of the nation, and one of many reasons politicians fear them is, as Mark Twain said, “Against the assault of laughter, nothing can stand.”

Politicians fear being made fun of, and fear that a satirical representation of themselves may take root in the electorate’s brain. They fear the public seeing their weaknesses. Some may remember that the classic satirical British TV puppet show Spitting Image reduced each member of the cabinet to a single ridiculous idea, a spitting former Home Secretary Roy Hattersley or a tiny David Steel tucked in the top pocket of David Owen (joint leaders of the SDP-Liberal alliance). Not good for their egos, not good for their future prospects. Steel said later that the sketch definitely affected his image.

Joke-telling is not the only ingredient in the comedy cupboard that upsets the powers that be. Historically, exaggerated portraits, as Edward Lucie-Smith writes in issue 197 of Index on Censorship, have long been used to diminish or enhance a public character. The most obvious creators of exaggerated portraits are newspaper cartoonists, who sometimes feel the long arm of the police on their shoulders as a result.

In our exclusive interview with legendary South African cartoonist Zapiro, he talks not only about the power of cartoonists, but the pressure on them not to offend or upset. In an interview with South African journalist Raymond Joseph, Zapiro said: “We provoke thought, even if that thought is pretty outrageous. Others can do it too. We just occupy a space where you can really push the boundaries.” Zapiro faced a six-year court battle with South Africa’s President Jacob Zuma over one of his cartoons. But Zapiro is just as feisty as ever, and reckons he is bolshier than the generations that have come after him.

Cracking down on comedy is just one way to command and control society. This issue’s special report examines others as we study the long shadows Russia’s 1917 revolution cast within and without its national borders.

From the beginning the early Soviets were not particularly fond of disagreement. Shortly after their rise to power, between October 1917 and June 1918, around 470 opposition publications were closed down. Lenin was clear how the nation should work. He believed that journalists, novelists and opinion formers were either with him, or against the state. If they were against the state, they shouldn’t be allowed to write or outline their views. “Down with non-partisan writers,” he argued. This is a view very much in favour with many other rulers today, including Angola’s President José Eduardo dos Santos, Chinese President Xi Jinping, and, recently, US President Donald Trump.

That idea of groupthink, honed by the Soviet Union, satirised by George Orwell, continues to haunt writers in former communist countries today. In Uzbekistan, as Hamid Ismailov outlines, the Soviet Union may have fallen, but the thinking remains the same. Writers with arguments that contradict President Shavkat Mirziyoyev are either neutralised by being employed by the state as advisers and consultants, or leave the country, or fail to be published.

In President Vladimir Putin’s Russia most of the media, apart from a few brave exceptions, fall into line with government positions. For instance, in February this year, according to the Index-led Mapping Media Freedom project, major Russian national television channels abruptly reduced the number of times they mentioned the US president. This followed a Kremlin order to cut back on “fawning coverage” of Trump.

In all the recent furore over “fake news”, prompted by almost incessant use of the term by Trump to undermine any reporting he didn’t like, it’s worth pointing out that tricks to get the public to believe something that is not true have been used throughout history. In fact, as Jemimah Steinfeld investigates (page 114), the Roman emperor Augustus was a master of manipulation well before PR handbooks were written.

And open the pages of a treasured book in our office and you’ll see an early version of photoshopping at work. Photographs featured in The Commissar Vanishes: The Falsification of Photographs and Art in Stalin’s Russia, show how people were “disappeared” from official Soviet portraits in the 1930s as they fell out of favour. Belarusians have been experiencing government attempts to get them to believe false stories for decades. In his report on page 52, Andrei Aliaksandrau unpicks the tricks used over the years and holds them up to the light.

And there’s some excellent thoughtful pieces in our fiction section too, with two new short stories written for this publication: one by Turkish writer Kaya Genç, and the other by British writer Jonathan Tel. The final slice is a new English translation of a much older story, by Russia’s “Comrade Count” Alexei Tolstoy.

To finish, a sad note. Our regular, and fantastic, Brazil correspondent Claire Rigby has died suddenly. Claire did amazing reporting for us, and we will miss her.

In the Summer 2017 issue of Index on Censorship, our special report looks at how the consequences of the Russian Revolution have affected freedom of speech around the world, 100 years later.

On this podcast, the British Library’s Susan Reed explains why 1917 is such a pivotal event in 20th century history, before North Korea expert BG Muhn discusses the unique, Soviet-inspired socialist realism art produced by one of the last remaining communist dictatorships, while the Uzbek writer Hamid Ismailov, in exile since 1992, muses on his government’s Soviet hangover and disdain for his work. Plus, Margaret Atwood gives her thoughts on the growing trend in Western countries of scientists being prevented from communicating inconvenient data to the public.
