Egypt’s nascent street art movement under pressure

Before the January 2011 uprising, street art was little known in Egypt. Then came the revolution and with it, an outburst of creativity.

With the fall of the authoritarian regime of Hosni Mubarak, Egyptian artists who had routinely faced censorship restrictions under his autocratic rule, felt a strong urge to break out of the confines of their studios and reclaim public spaces. Young artists in particular, decided they needed bigger canvases for the grand ideas they wanted to convey through their paintings. To celebrate their newfound liberation, many of them took their art directly to the people and onto the streets, expressing their views and opinions on public walls and on the sides of buildings.

Bonded by their shared aspirations for a better Egypt, the young graffiti artists spent long hours working together, creating vivid group murals that told the stories of the revolution in which they had actively participated. The images they produced in the months following the 2011 uprising documented the dramatic changes that were unfolding in the country, the continued unrest ensuring a steady supply of material for them to work with. The artists also spread powerful messages of “equality” and “freedom” that helped shape public opinion, attitudes and values.

“Our murals added colour to the otherwise dull streets and boosted the morale of the people. But as graffiti artists and activists, we also played the role of the ‘alternative critical media,’ telling the untold stories and spreading messages that helped the public better understand what was really happening on the ground,” said graffiti artist Salma Sami, a graduate of fine arts who has also worked as a broadcaster.

An image of Pinnochio on TV, spray-painted on a wall on Mohamed Mahmoud Street, off Tahrir Square, shortly after the fall of Mubarak, was intended to poke fun at state media — for long, a propaganda tool of the ousted Mubarak regime. According to Sami, the mural also “serves as a warning to Egyptians not to believe everything the media tells them”.

Besides being a critical voice, raising awareness and informing the public of the events unfolding in the country, Cairo’s nascent street art movement also helped keep the spirit of the January 25 revolution alive.

“As a woman, I wasn’t accustomed to working in the street and was afraid at first especially after hearing stories of sexual assault incidents in the very neighbourhood where we worked. But once I started working, I felt safe. Working in a group helped us revive the spirit of the revolution, letting go of our fears and uniting behind a common goal,” Sami said.

The street artists successfully managed to break down social barriers of class, religion and gender. They created a close-knit community among themselves but were also accessible to the public.

“Crowds would often gather to watch as we worked and then, someone would volunteer to help. Soon, we would find others joining in. The fact that a lot of our work was painted with roller brushes made it easy for anyone to participate,” Sami told Index.

Like Sami, Bahia Shehab — an art historian and graphic designer — was also very much a part of the street art movement that emerged and developed after the 2011 revolution. Her trademark “no” stencils, spray painted on the walls of Mohamed Mahmoud Street have helped draw public attention to social problems, exhorting Egyptians to take a stand against violence, oppression, and other forms of injustice.

Shehab joined the street art movement nine months after the revolution when she saw an image of a protester’s corpse dumped in a pile of rubbish in her Facebook newsfeed. The gruesome picture, which had gone viral on social media networks, so infuriated her that she rushed to Tahrir Square to express her rage. Her stencilled message “no to military rule” marked the beginning of her “thousand times no” campaign — a series of images decrying torture, sexual violence and other issues she felt strongly about.

Carrying on the idea from her 2010 book — a compilation of “one thousand no-s” in a multitude of Arabic calligraphy styles — she added a range of fiery messages denouncing rights abuses that were committed during the country’s transitional period. ”No to violence and thuggery”, “no to stripping girls” and “no to sectarian divisions” are just a few in her long list of stencilled images.

More than three years after the uprising that toppled autocrat Hosni Mubarak, Shehab says her “old” list is “still relevant” and her concerns “still valid”. She continues to consistently add more “no” messages, saying she is “deeply disappointed” with the turn of events in her country. Among the new additions is a stencil calling for an end to the brutal security crackdown on dissent.

A nationalist fervour sweeping the country has however made it dangerous for graffiti artists to express themselves freely. Those who dare criticise government policies are often accused of being “traitors” and “terrorists” by self-proclaimed “patriots”. Today, while many of the young street artists view former army chief and current president Abdel Fattah el-Sisi as merely the new face of the old military regime, few dare depict him in their artworks. Sisi came to power following the 2013 coup that overthrew Egypt’s first democratically elected president, the Muslim Brotherhood’s Mohamed Morsi. Several established street artists have chosen to remain anonymous, signing their artworks using nicknames for the sake of their security.

“Working in the street has always been dangerous,” noted Shehab, adding that “the only difference is that the danger now comes from violent ‘patriotic’ mobs supporting the military where before it was from the police.”

But mob violence is not the only danger threatening Egypt’s street art movement. A proposed draft law banning so-called “abusive graffiti art” — if passed — may likely restrict artistic expression and may spell the end of the graffiti tradition, even before it fully emerges. Under the draft law, violators could face a prison sentence of up to four years or a fine of up to 100,000 Egyptian pounds.

The recent alleged murder of one of Shehab’s comrades — 19 year-old graffiti artist and member of the April 6 youth movement Hisham Rizk — has compounded her fears, sending shivers down many spines in Egypt’s artistic circles. Rizk’s body was found in a Cairo morgue last month, a week after his family reported his “mysterious disappearance”. A forensic report concluded that the young artist had died of “asphyxiation by drowning in the Nile River”. Sceptical fellow artists however, believe Rizk’s critical views of the government expressed in his drawings and on Facebook may have instigated a confrontation with security officials that led to his death.

“People don’t always agree with our views and different people interpret our artworks in different ways but at least our murals provide food for thought,” noted Sami who, in early 2012, designed a controversial mural depicting a skull with a military cap, holding a flower between clenched teeth. The image was a fitting portrayal of the brutal military regime that replaced Mubarak after the revolution. The 18-month rule of the Supreme Council of the Armed Forces (SCAF) was marred by political turmoil and violence including forced virginity tests performed by the military on female protesters

You can still see Sami’s mural on Mohamed Mahmoud Street, along with many others that are critical of both SCAF and the Muslim Brotherhood. The latter are depicted as sheep, while military men are portrayed as butchers in some of the murals. The colourful artworks are reminiscent of a happier time of free artistic expression and hope — a phase that, some of the artists fear, may well be over.

Yet, both Sami and Shehab remain defiant, saying that neither laws nor intimidation will deter them from the journey they have started. They draw similarities between their art and the 2011 revolution, saying both are constantly shifting and come in waves. Their murals in downtown Cairo have been whitewashed several times with other artists painting over them or adding new images as new events unfold, sparking new ideas. “Sometimes, residents in the area paint over the images if they oppose our views,” said Sami.

“I no longer mind when my work disappears. When that happens, I just tell myself it’s time to design a new stencil and I head straight back to Mohamed Mahmoud Street.”

A London gallery has found itself in a censorship dispute, after deciding not to exhibit 12 prints satirising Egypt’s Muslim Brotherhood and jailed former president Mohamed Morsi.

In The City, an exhibition dealing with the four Arab cities of Alexandria, Algiers, Baghdad and Nablus, is currently taking place at the P21 Gallery. Twelve posters by Egyptian artist and graphic designer Ghada Wali, making up the piece Film Ikhwany, were supposed to be part of the Alexandria portion. Using images of Mohamed Morsi on a series of film posters, it aims to deny the “‘Brotherhoodisation’ of Egypt”.

However, four days before the opening on 26 September, curator Danah Abdulla was told by the gallery that the prints were not to be exhibited after all. She was told they had taken legal counsel and that the images were deemed “too risky”. She was asked to find new pieces to go in their place.

When she challenged the decision, she was told the work was too politicised and did not fit in with the rest of the exhibition. This came after the images had been used in press releases. When she kept pushing the issue, it was suggested she alter the posters to remove text that could be perceived as controversial.

“I was told the gallery was not a political space, but they have had two extremely political exhibitions in the past,” she said, referring to their recent one dealing with the Syrian civil war. “This exhibition is not purely political, it is about the city, therefore you do touch on the politics. I’m not going to pretend the city is unicorns and ponies.”

“The work is opinion, it’s not fact. Everything is opinion, it’s not stating anything factual. It’s freedom of expression, plain and simple, so I didn’t really understand why they were so worried about the work,” she explained.

The designer Ghada Wali said she wanted to shed light on the political struggle in Egypt through her work, but never though it would be deemed too risky to exhibit in the UK, where freedom of expression is valued and protected.

“At the end of the day, I am a free artist; I sense what I want to communicate in my artworks and which angle to tackle. This is art after all, it is not science and not literature that can be proved wrong. In Egypt, where the political agony is actually happening, I still can never be deprived of displaying my pieces. Yes, my designs can be sprayed by brotherhood supporters because they disagree with me, however I can never find an official entity crossing out my work.”

She added: “As an artist, I believe that my work has to play around the edges of the issue. My core belief as a person and my mission as an artist is to tackle a real issue. However, maybe drawing around a real issue nowadays is perceived as ‘risky’?”

The images have since been displayed London’s Hardy Tree Gallery as a solo show, with the title “The Censored”.

“It’s not to embarrass the [P21] gallery. It’s to say this [censorship] is happening here in London, and it shouldn’t happen,” concluded Abdulla.

Index has made repeated attempts to contact P21, but so far have not revceived a response to our questions.

UPDATE:

P21 responded with a statement saying the works did not adequately support the exhibition narrative, and there were worries they would “negatively impact the exhibition, the P21 Gallery and the other 11 designer’s exhibiting works.” They added that there were concerns about the level of attention the curator appeared to be placing on Film Ikhwany, as well as “about the Gallery being used for an offshore political agenda with indications that the graphic designer in Egypt was influencing the exhibition via the curator.”

They  also said a number of alternative options were offered to and discussed with Danah Abdulla, including postponing the show, contact the designer directly to find a solution and exhibiting other works by the designer in future shows.

Self-censorship’s chill on artistic freedom in Russia

Self-censorship has poisoned Russian media, art and other spheres.

In the past few years, criminal prosecution of artists and new laws have made it clear for those who criticise the Kremlin or Russian Orthodox Church in their creative work, will face consequences for portraying either of these institutions negatively.

Just last week, the State Duma passed two controversial laws in the first hearing. One forbids obscene language in movies, books, TV, and radio during mass public events. The other stipulates criminal punishment — including five years in prison — for “insulting believers’ feelings”. Both laws, as far as human rights activists are concerned, limit artists’ freedom of expression, and encourage self-censorship.

Index spoke to three notable artists to find out how the art community deals with self-censorship, and the ever-increasing restrictions on freedom of expression in Russia.

Artyom Loskutov, an artist from Novosibirsk, is famous for holding “monstrations” — flash mobs with absurd slogans like “Tanya, don’t cry” and “Who’s there?”. In 2009, he was arrested on drug possession charges, but he claims that the marijuana was planted on him by police. A blood test proved that he had not taken any drugs, and his fingerprints were not found on the package. Three years on, he faced three administrative cases, and paid a 1000 rouble fine for creating icon-like images of Pussy Riot members Nadezhda Tolokonnikova and Maria Alekhina and placing them on billboards. He was accused of insulting believers. He is currently appealing the court ruling in the European Court of Human Rights.

The artist told Index that the cases against him are acts of censorship, but vows to remain defiant and continue with his work:

The icons idea concerned two kinds of mothers: one mother is honoured as a saint, the two others — Tolokonnikova and Alekhina — were thrown in prison. The authorities, including the court, are becoming more insane, and one wouldn’t want to cause persecutions. But I can’t say that  given that, I refuse to implement any of my plots. In the 90s my generation felt that we had nothing, except free speech, and all the 2000s attempts to take it away meet nothing but incomprehension

In 2010, The prosecutor’s office  in Moscow’s Bassmany district examined the works of Moscow-based artist Lena Hades,  “Chimera of Mysterious Russian Souland “Welcome to Russia”. Russian nationalists appealed to the authorities claiming these paintings insult Russians. The case did not go to court, but Hades told Index that Russian galleries feared exhibiting her paintings after the incident.

“Galleries are afraid of financial sanctions,” Hades says, “Although 95 per cent of my paintings are about philosophy rather than about social events, they are only exhibited in Tretyakov Gallery and Moscow Museum of Modern Art”.

Despite reduced chances of her work being exhibited, Hades still painted Pussy Riot’s members, and went on a 25-day hunger strike against their prosecution. The artist is no fan of self-censorship, even if it comes at a cost. According to her, no artist that responds to reality can accept self-censorship:

This is not courage, this is aristocratic luxury of doing what you want. Self-censorship is more harmful for a modern Russian artist than censorship. He is frightened of scaring away galleries and buyers and prefers to paint landscapes with cows — anything far enough from real social life

Artist Boris Zhutovsky has a long-standing relationship with censorship. In 1962, he was slammed by then Soviet leader Nikita Khrushchev, who banned work by Zhutovsky and his colleagues. For several years following the incident, the artist faced difficulties in finding employment, and his work was not exhibited in the USSR.

Zhutovsky continues to court controversy today: in the past few years he has painted the trials of Russia’s most well-known political prisoners, businessmen Mikhail Khodorkovsky and Platon Lebedev, who were first convicted in 2005. He explained Russia’s culture of self-censorship to Index:

Self-censorship is based on fear, and the amplitude of this fear has changed throughout my life. In the times of Stalin, it was the fear of the Gulag and execution. In the times of Khruschev it was the fear of loosing a job or a country – a person could be forced to leave the Soviet Union. After Perestroika the fear shrank, and now the fear which nourishes self-censorship is the fear to anger your boss

He is optimistic that a younger generation of artists will not accept self-censorship as a standard, as the the era of Putin is far from that of Stalin, but only time will tell.
