Journalists barred from covering roundtable on drug problem

26 June 2019 – Vitsebsk independent journalists Zmitser Kazakevich and Viachaslau Lazarau were not allowed to cover a roundtable discussion between education officials and the parents of individuals convicted of drug offenses.
The journalists were told they could not be present at the event because they were not listed as invitees. Officials turned down a request from the organisers that the press be allowed to attend.

Journalists banned from visiting Brest regional government
12 June 2019 – Media professionals were barred from attending a meeting between Anatol Lis, head of the Brest regional government, and environmental protestors. Three independent journalists had been included in a list of meeting participants. Audio recording and photographing during the meeting were banned.

Independent media workers blocked from attending press conference
11 June 2019 – Management of a controversial battery plant I-Power blocked some independent media representatives and bloggers from attending a press conference. The Brest factory has drawn protests from area residents concerned about its environmental impacts.

Independent newspaper’s journalist prevented from entering new court building
7 June 2019 – A Brestskaya Gazeta journalist was told she could not enter a new court building after its inauguration citing the lack of accreditation.

Brest blogger Piatrukhin detained while broadcasting online
2 June 2019 – Blogger Siarhei Piatrukhin was pushed into a car by men in camouflage on the corner of Mayakovski and Savietskaya Streets and taken to the Leninski district police department. The incident happened while he was conducting a live broadcast from a protest march against construction of a battery plant near Brest.
At the police station, a report was filed against Piatrukhin for disorderly conduct and he was jailed pending a trial.
On 3 June 2019, Piatrukhin was brought from the prison to the Leninski district court of Brest. There a judge postponed the hearing until 10 June 2019 and released him.
Update:
10 June 2019 – A judge in the Leninski district court of Brest fined Siarhei Piatrukhin Br765 (about $370) for disorderly conduct (Article 17.1 of the Code of Administrative Offences).
The reason for the ruling was the alleged insult of the deputy head of Leninski district police department of Brest Mikalai Samasiuk. At the trial, Samasiuk explained that the blogger asked Samasiuk, who was on duty at the time, to accept a complaint against an administrative offense “in importunate manner”. Samasiuk considered such behavior of Piatrukhin as unacceptable and called the riot police.

Journalist detained for high treason
12 June 2019 – Journalist Polad Aslanov, chief editor of independent news websites Xeberman and Press-az was arrested on charges of high treason according to his lawyer Elchin Sadigov, Azerbaijan Service for Radio Free Europe Radio Liberty reported.
The journalist is facing a life sentence if found guilty.
Update:
14 June 2019 – An Azerbaijani court ruled that journalist Polad Aslanov would remain in detention, sentencing him to four months in pretrial detention pending an investigation.
24 June 2019 – An appeals court ruled against releasing Polad Aslanov despite the journalist’s plea of innocence, independent Meydan TV reported.

Journalist remains on travel ban
7 June 2019 – Journalist Shohvalad Chobanoglu was denied his request to remove a travel ban, online news site Abzas reported.
Chobanoglu has been under a travel ban, which prevents him from leaving the country, since 2014. Chobanoglu appealed to the prosecutors office to consider removing his ban following a series of travel ban removals affecting other journalists,
However, prosecutors said, they will add the journalist’s request to the criminal case against him and respond at a later time. Chobanoglu considers this as a “no”, given he has submitted similar requests before, and was given the same response.
According to an independent non-governmental organisation Election Monitoring and Democracy Studies Center there are currently 30 representatives of Azerbaijani civil society, including journalists, facing a travel ban.

Los premios, que cumplen su vigésimo año de andadura, reconocen el trabajo de algunos de los héroes y heroínas de la libertad de expresión más notables del mundo.
En 2020 se cumplirán 20 años de los Premios a la Libertad de Expresión, que suman 87 galardones en total desde su fundación. En 2015, Index expandió los Premios al incluir un programa de becas, con el objeto de apoyar y abogar por las causas de 22 becados/as en su labor de lucha por la libertad de expresión en todas las partes del mundo.
La Beca de los Premios busca ofrecer asistencia a activistas internacionales a todos los niveles. Entre los y las ganadoras de otros años se cuentan Wendy Funes, periodista de investigación hondureña; el caricaturista sirio Ali Farzat; Malala Yousafzai, activista pakistaní por la educación; el periodista de investigación saudí Safa Al Ahmad y Zanele Muholi, fotógrafa sudafricana de temas LGTBI.
Index invita al público, a organizaciones cívicas sociales, a grupos sin ánimo de lucro y a los medios de comunicación a nominar a cualquier individuo u organización cuyo trabajo haciendo frente a la censura consideren merecedor de reconocimiento y apoyo.
Ofrecemos cuatro becas, una por cada categoría de las cuatro siguientes:
- Artes: para artistas y productores/as artísticos/as cuyo trabajo cuestiona la represión y la injusticia y celebra la libre expresión artística. Podría tratarse de artistas visuales, músicos/as, caricaturistas, escritores/as creativos/as, tanto individuos como colectivos.
- Militancia: para activistas y militantes que han tenido un impacto notable en la lucha contra la censura y el fomento de la libertad de expresión sobre el terreno. Puede tratarse de individuos u organizaciones.
- Activismo digital: para tecnologías pioneras que sortean la censura y permiten un intercambio de información libre e independiente. Podría ser una nueva app, una herramienta digital o algún tipo de software.
- Periodismo: para el periodismo valiente y decidido que pone en evidencia la censura y las amenazas a la libre expresión y exige el acceso a la información. Podrían ser bloggers, canales de noticias u organizaciones de investigación sin ánimo de lucro.
Todas las personas y colectivos ganadores se convierten en Becados Premiados y reciben 12 meses de orientación, oportunidades de hacer contactos y apoyo estratégico. El año comienza con una residencia de una semana en Londres (abril de 2020) con todos los gastos pagados, durante la cual acudirán a talleres, sesiones de formación y eventos públicos. A lo largo de todo el año, Index trabaja con los/as becados/as para mejorar considerablemente el impacto, el perfil y la sostenibilidad de su trabajo.
Jodie Ginsberg, directora ejecutiva de Index, dice: «Los Premios a la Libertad de Expresión han servido de escaparate para algunos de los defensores de la libre expresión más audaces e ignorados de los últimos 20 años. Hemos querido reconocer la labor de grupos e individuos que han aupado la liberta de expresión, a menudo encarando enormes obstáculos y graves peligros. Estos últimos años hemos expandido el programa de los premios para incluir las becas que ayudan a las personas ganadoras a amplificar sus esfuerzos por medio de apoyo y formación especializada. Usa tu voz para nominar a un defensor o defensora de la libre expresión y asegurarte de se oiga la suya».
La lista de finalistas de los premios de 2020 se anunciará a principios de año. Las becas las seleccionará un jurado de personalidades del campo y se anunciarán en una ceremonia en Londres en abril de 2020. Las nominaciones están abiertas del 1 al 31 de julio de 2019 hasta las 5 de la tarde, hora de Reino Unido.
En 2001 se fundaron los Premios a la Libertad de Expresión para fomentar la visibilidad de los individuos y organizaciones que se dedicaban a defender la libertad de expresión por todo el globo.
