Why a naked feminist statue should remain uncensored

What would Mary Wollstonecraft have thought? The 18th century feminist, author of A Vindication of the Rights of Woman, has been commemorated with a new sculpture that includes the figure of a small, naked woman. The woman is not, according to artist Maggi Hambling, Wollstonecraft herself, but a timeless everywoman. Indeed, the work is A Sculpture for Mary Wollstonecraft rather than of her.

The reaction has been swift and almost unilaterally negative. Feminist authors who stand on Wollstonecraft’s shoulders have taken to Twitter to express their views to defend the oft- labelled “mother of feminism”. Imogen Hermes Gower said a chance to break with convention has been missed and Tracy King called the piece a “shocking waste of an opportunity”. Caitlin Moran sarcastically tweeted that she expects the streets to be full of statues depicting “John Locke’s shiny testicles, Nelson Mandela’s proud penis, and Descartes’ adorable arse”.

Meanwhile, Dianne Abbot MP tweeted: “Pleased to see the great feminist #MaryWollstonecraft honoured after 200 years. And it is in a lovely garden square in Stoke Newington. But what a disappointing statue. Tiny, shiny and completely inappropriate”.

Valid opinions, all. Debate around art is arguably what abstract artistic endeavour is all about. It is a form of expression as valid as the works themselves.

Where a line must be drawn is censorship.

Just a day after the sculpture appeared in North London, clothing, tape and facemasks had been used to cover up the female figure, who sits atop a large, amorphous silver mass like a star at the top of a Christmas tree. These efforts at censorship have since been removed, but they pose an interesting question: why does female nakedness, especially in conjunction with honouring feminist ideals, inspire a desire to censor?

My own thoughts on the reason the statue is controverial came quickly:  female nakedness is linked with sexual objectification, and the idea that women do not exist in the world purely as sexual objects for male pleasure is a key tenet of feminism. The two are not happy bedfellows and their collision in this sculpture is at the root of the displeasure of its critics.

But this thought process seemed a little too easy. The truth is that the link between sexual objectification and nakedness, in art as in life, is not a truth universally acknowledged. It is not unbreakable; it is not unchallengeable. It is a construct of the patriarchy, and to censor the naked female form in art is to play into the hands of those who want to preserve the idea of women exclusively as sexual beings.

Caroline Banks, an artist who has written a blog about the sculpture, says that women should own their own nakedness: “There is an argument for reappropriation of that [sexual objectification]. Why should we be ashamed of our bodies because every time we have no clothes on we think we’re going to be looked at as a sexual creature, or not [if you’re not fertile]?”

She also explored how loaded the term “nudity” is. Several news outlets have referred to the sculpture as “nude”.

“That woman is naked,” Banks says, “she’s not nude”.

She explains: “That’s where the male gaze comes in a lot of the time. The idea of the nude in art is different from being naked. If you’re naked you just haven’t got any clothes on. Babies are not nude. People on the mortuary slab are not nude. They’re naked, they’re not nude.”

This idea of being naked as opposed to being nude, and the censorship of nakedness when it is loaded with the implications attached to nudity, is something that has also been explored in relation to the public exposure of female nipples.

Head of content at Index, Jemimah Steinfeld, wrote about this form of censorship in 2017. This was the year a case was taken the US Supreme Court by a woman named Sonoko Tagami, who was suing the city of Chicago over a fine she received for exposing her nipples in public, arguing that it is sex-based discrimination; men are not fined for the same action.

Censorship of female nipples on social media is also the source of debate and feelings of discrimination; Instagram continues to enforce a ban on female nipples, a topic covered in depth by The New York Times. The implication seems clear that female anatomy is sexual and therefore needs to be censored. The idea of parts of a woman’s body being exposed for reasons other than to sate the male gaze seems to have escaped the censors.

And back, then, to A Sculpture for Mary Wollstonecraft.

It is a work of art, the majority of which is a roiling silver mass from which the naked figure emerges. The figure’s nakedness appears at odds with feminist values.

Tanzania: will Magufuli return to power in free and fair elections?

[vc_row][vc_column][vc_single_image image=”115317″ img_size=”full” add_caption=”yes”][vc_column_text]On 28 October, Tanzania goes to the polls. The election will see the Tanzanian people choose a new president, members of parliaments for the mainland as well as Zanzibar and local councillors.

If the elections are free and fair, there is no reason to believe that the incumbent president John Magufuli will not be returned to power. He has a commanding lead in the opinion polls – independent surveys say that 80 per cent of people on the mainland and 71 per cent in Zanzibar are going to vote for him.

Magufuli came to power in 2015, promising to reduce government corruption and spending. He also vowed to increase investment in the country’s industries. He represents the Chama Cha Mapinduzi (CCM) party that has been in power ever since 1961 when the country gained independence from Britain.

Since his election, Magufuli has been seen to be tough on corruption, particularly related to the mining sector which generates significant incomes for the country.

In 2017, Magufuli presented London-based Acacia with a US$190 billion bill for back tax related to metallic ores exported from the country. The company denied any wrongdoing but its Canadian parent opted to pay the country US$300 million to settle the claims and agreed to share the economic benefits more equitably.

There is also a feeling that Magufuli has handled the Covid pandemic well, although many believe that the country’s statistics do not tell the real story.

At a church service in June, Magufuli claimed that coronavirus had been “removed by the powers of God”.

The number of cases in the country has been stuck at 509 for weeks though that has more to do with the country not releasing official statistics rather than the virus being defeated. Opposition figures claim the true figure is in the tens of thousands and that hundreds have died.

The president clearly has no confidence in the country’s testing regime. Earlier this year he suspended the head of the country’s national health laboratory in charge of coronavirus testing after it was claimed that secret tests carried out on animals, fruits and vehicle oil at the laboratory had tested positive for Covid.

“People genuinely believe he has handled Covid well,” said one person who has had close political and business links with Tanzania for more than 30 years, speaking on condition of anonymity. “His view has been that people in Tanzania would suffer much more from having a lockdown rather than having a few cases and people been getting on with life as normal.”

Part of this may be due to the fact that Tanzania is relatively young – just 3.8 per cent of the country’s 60 million population are aged 65 or over and more likely to die from the disease.

“When infections were higher back in May, people did a lot of traditional remedies, and there was a lot of reliance on local knowledge then, and prayer, and then when things got better people relaxed a bit more,” says Tanzanian poet and writer Neema Komba.

The presence of mass crowds at political gatherings, usually without masks, is perhaps a sign that Covid is no longer considered a serious risk in the country, whatever the truth is about a virus that has killed more than a million people worldwide.

She says that Tanzanians are very aware of individual responsibility.

“There is a saying in Swahili that really reflects the attitude – ‘za kuambiwa changanya na za kwako’  – which means something like what you are told you should analyse on your own”.

Tanzania’s economy is not doing too badly either.

In the 1980s, it was one of the poorest countries in the world. In the middle of that decade, the country embarked on a liberalisation programme under President Ali Hassan Mwinyi which removed price controls, reduced the budget deficit and restructured many of the country’s state-owned enterprises. It has now jumped above many of its fellow African nations in terms of GDP, averaging growth of more than six per cent every year since 2000. This year, growth may fall to between 1.9 and 4 per cent.

The influential businessman with political connections who spoke to Index said, “Magufuli will win this easily. He has a lot of support from people who are fed up with inequalities and fed up with greed that some politicians have shown in the past. The Tanzanian people believe he is generally on their side and that those who are barred form standing have probably got it coming to them.”

Yet the key question is still, will the elections be free and fair?

Magufuli himself vowed in January that the elections would be free and fair but opposition politicians are not convinced. The main opposition party Chadema (Party for Democracy and Progress) has had hundreds of its candidates for parliament and councils disqualified.

Chadema presidential candidate Tundu Lissu was prevented from campaigning for seven days in early October by the NEC for allegedly contravening election rules while Zanzibar’s commission suspended campaigning by ACT Wazalendo candidate  Maalim Seif.

Both have been accused of using ‘seditious’ or ‘inciting’ language and some feel that it is only opposition candidates that are picked up on this.

NEC director Dr Wilson Mahera told Tanzania’s Daily News that candidates needed to follow the regulations.

“A leader who continues causing public fears, uttering seditious words may find himself/herself out of the list of candidates before polling date,” said Dr Mahera.

There is a changing mood in the country relating to the media.

The country has typically done well on RSF’s World Press Freedom Index compared to many of its near neighbours.  The media has generally been free in the country, particularly under Benjamin Mkapa who ruled the country from 1995 to 2005. Mkapa worked as managing editor of a number of newspapers in the country in the mid-60s to early 70s before starting his political career as press secretary under Julius Nyerere, who took Tanzania to independence.

However, this year the government has tightened up laws which bars Tanzanian broadcasters from airing national or international content on their platforms without prior permission from the government

In June, the government withdrew the licence of newspaper Tanzania Daima for “extreme and repetitive” offences that violate the country’s laws and journalistic ethics.

In July, the government began a crackdown on the use of social media. The Electronic and Postal Communications (Online Content) Regulations 2020 bans “news, statements or rumours for the purpose of ridicule, abuse or harming the reputation, prestige or status of the United Republic, the flag of the United Republic, the national anthem or the United Republic’s symbol, national anthem or its logos”.

“Social media is an interesting space,” says Komba. “I would say there are various Tanzanias on social media but then perhaps it is about the algorithms that show you what you want to see. From my observations, if you are on Twitter, you will get more political discussions, while Facebook and Instagram are completely different and then you have spaces like Jamii forums where people voice their opinions more boldly and WhatsApp where people have more private discussions.”

She added, “The cybercrime act has made it quite challenging for people to freely express themselves. So, perhaps we need to ask ourselves, what aren’t people saying?”

Magufuli has been tough on corruption in the mining sector which has given him popular appeal.

Despite this crackdown, Komba says there seem to be positive steps to make the elections freer than in the past.

“Tanzania has invited international observers and we hope that these observers will give us the answers about the fairness and freeness of the elections, but unfortunately, we only get this information after elections are done. The National Electoral Commission has also allowed the use of alternate IDs in case of voter ID loss, which is also something positive. And, there is still voter education given by various stakeholders.”

Our interviewee said, “Magufuli could easily be re-elected in an completely open and transparent way but people in the CCM are paranoid about the opposition. The concept of a loyal opposition is not one that is deeply embedded.”

If Magufuli wins re-election for a second term – as all of his predecessors since independence have done – then the question is what next?  Will he attempt to change the constitution so that he could remain in power as others have done elsewhere in the world?

He added: “I am pretty sure that even if he wanted to, there are enough ambitious and powerful people in the CCM who want their turn at the presidency.”

Academic freedom in Hong Kong: “It’s a storm and no one wants to go outside, even with an umbrella”

[vc_row][vc_column][vc_single_image image=”114944″ img_size=”full” add_caption=”yes” alignment=”right”][vc_column_text]A 12-year-old girl tackled by police and pinned to the ground, a media tycoon in handcuffs, dozens of activists in court – these have become the familiar images from Hong Kong since the passage of the national security law. But there’s another victim of the amplified censorship and persecution happening in the city – academia. Hong Kong’s classrooms and lecture theatres are increasingly at the receiving end of pressure to conform – or else.

Within days of the new law, Hong Kong’s education bureau ordered schools to review all reading materials in the curriculum.

“If any teaching materials have content which is outdated or involves the four crimes under the law, unless they are being used to positively teach pupils about their national security awareness or sense of safeguarding national security, otherwise if they involve other serious crime or socially and morally unacceptable act, they should be removed,” the Education Bureau said in a statement.

Politically sensitive books, including those written by pro-democracy leader Joshua Wong, and titles related to China’s Cultural Revolution and Tiananmen Square massacre, were removed from library shelves. Textbooks censored out phrases like “separation of powers”. Gone too were illustrations showing anti-government protesters and criticism of the mainland Chinese government.

But the purge hasn’t stopped at reading material. Teachers have been fired. Just hours before the law came into effect, a secondary school visual arts teacher, who is too fearful to reveal his real name and goes by the moniker Vawongsir on Instagram, was laid off. He had received a complaint months earlier about critical artwork he’d done outside of work and yet no firm action had been taken against him. Then the new law was announced and he was fired. At the same time, a middle school music teacher’s contract wasn’t renewed after she failed to prevent students from performing a protest anthem during midterm exams.

“If you look at primary and secondary education it’s really obvious what they’re doing. They’re not hiding it,” said Lokman Tsui, assistant professor at Hong Kong’s School of Journalism and Communication, in an interview with Index. Tsui, who formerly held the position of head of free expression at Google in Asia and the Pacific, focuses his research and teaching on digital rights, security, democracy and human rights in general and in China and Hong Kong.

Tsui says the censorship is less obvious in higher education. Less obvious though does not mean less controlling. “They won’t tell you to not do x, y and z but it’s clear it’s not rewarded,” said Tsui.

Tsui himself is an example. Earlier this year he lost his tenure which, as he described in a letter he wrote at the time, “is important for academic freedom, because it provides job security, so you will not be afraid to lose your job if you take on controversial or challenging research topics.” Tsui was unsure whether this was politically motivated, but it cannot be ruled out.

“Maybe it is true that I would have gotten tenure if I had spent my time exclusively and only on ‘safe’ research and nothing else. But that would not have been me,” he wrote in the letter, which received a plethora of responses in solidarity with him and what he had done and in support of his teaching.

Even tenure doesn’t fully protect you in Hong Kong today. Benny Tai, who was associate professor of law at the University of Hong Kong and one of the Umbrella Movement leaders, was fired in July. Shui-ka Chun, another university educator known for his political activism, was laid off. China’s liaison office in Hong Kong hailed the terminations as a “purification of the teaching environment.”

Unsurprisingly the result is an atmosphere of self-censorship and an environment in which “the good people leave”.

“It’s a storm and no one wants to go outside, even with an umbrella,” said Tsui.

A battle over independence is nothing new for Hong Kong’s educators. Earlier attempts to introduce a patriotic “national education” curriculum into Hong Kong schools resulted in tens of thousands protesting in 2012, forcing it to be shelved. In 2018, charges of “brainwashing” were once again levelled at the government and at Beijing after attempts were made to alter the way history was taught (more focus on mainland China; less on Hong Kong’s colonial past).

To ensure that teachers fall in line, organisations have been established to report on those who might say the wrong thing. A complaint to the Education Bureau was what led to the aforementioned visual arts teacher Vawongsir being flagged and later fired.

Carrie Lam, Hong Kong’s pro-Beijing chief executive, has made it quite clear that she isn’t going to go easy on education. The city’s schools and universities are often accused of radicalising Hong Kong’s young with Western ideals and preventing a Chinese national identity from flourishing, accusations reinforced by Lam publicly. At an education forum in 2017 she highlighted that many people arrested for participating in illegal protests over the last year were students.

With each attack usually comes defence, often fierce and determined. And rightly so: minds are shaped in the classroom. But fears are this defence, already strained, will not continue.

As Tsui says, the lines have become further blurred since the passage of the national security law. He describes the law as a “clarion call for the entire society to encourage and amplify everything on the pro-government side” and an “open field-day for harassing anyone” who speaks in favour of the Hong Kong pro-democracy movement.

“I think you have freedom even in China, it’s just the price you want to pay for it and they’ve been raising the price of it. It’s going up and up and up.”

“Realistically it will be difficult for me to find a professorship in Hong Kong,” he said, explaining that there are few universities as is and those that do exist are under pressure to follow the party line.

“While I was trying to get tenure, a lot people told me to keep my head low in order to get it. But I disagreed.”

The costs aren’t just professional.

“There are all kinds of social costs. My mother has said ‘Can you please not be so outspoken?’ Even your friends and your romantic partner will say that.”

Tsui is originally from the Netherlands. Will he be one of the good people forced to leave?

International media groups denounce Ressa, Santos’ conviction (Rappler)

““This campaign is a frightening indictment of the pressures on journalists to stop reporting. We call on those who care about media freedom globally to stand up and take notice. This is not just about one journalist in one place, this has significance for journalism everywhere as part of a trend where we see reporters put under enormous pressures to stop covering stories,” said Rachael Jolley, Index on Censorship editor-in-chief.”
