From drones to floating smartphones: how technology is helping African journalists investigate

In conjunction with the Cambridge Festival of Ideas 2015, we will be publishing a series of articles that complement many of the upcoming debates and discussions. Index on Censorship is a global quarterly magazine with reporters and contributing editors around the world. Founded in 1972, it promotes and defends the right to freedom of expression. 

Deep in Mpumalanga province, in the far north-east of South Africa, a poorly resourced newspaper is using a combination of high and low tech solutions to make a difference in the lives of the communities it serves.

It is also pioneering a new and innovative form of journalism that not only places its readers at the centre of its coverage, but also involves them directly in the newsgathering operation.

What this small newspaper does is a lesson for bigger, more established media outlets, which are searching for new non-traditional revenue streams and which, in the age of online and digital journalism, struggle to survive and remain relevant.

The Ziwaphi community-based newspaper is distributed to communities in the Nkomazi district, situated at the epicentre of the South Africa AIDS pandemic, where there is very little access to news reporting. One of the biggest problems in the area is water contaminated with sewage. Women and young girls spend hours every day collecting water from rivers for drinking, cooking and washing, but these same rivers are also often used to dispose of human waste. As a result the E.coli count sometimes spikes, causing diarrhoea. And every few years, there is an outbreak of cholera.

Using a grant, and technology assistance from the African Media Initiative (AMI), which is spearheading the drive to embed data-driven journalism in African newsrooms, Ziwaphi is placing old smartphones submerged in clear plastic bottles in rivers in the area. Functioning as simple electron microscopes, the phones use their cameras to take regular flash-lit pictures. These photographs are then magnified and compared against images from an existing database to detect dangerous levels of E.coli. The results are delivered via SMS to residents, informing them where it’s safe to collect water.

Completing the circle, the newspaper analyses the real-time data to detect trends, and hopefully even triangulates the sources of contamination.

Once a month, Ziwaphi publishes an in-depth story based on the results, which is shared with other community papers and local radio stations in the area. The hope is the information can then empower ordinary people in the region to force the government to deliver clean water and sanitation. Ziwaphi’s readers also help gather information themselves using a mobile-based citizen reporting app which supplements the smartphone data with eyewitness stories about the impacts of the pollution, and possible sources of contamination.

“The total project only cost $20 000, including a modest salary for a year for a full-time health reporter,” says Justin ­Arenstein, a strategist for AMI. “But the important thing, from a media sustainability perspective, is that Ziwaphi is using the water project to build the digital backbone it will need to survive in the near future.”

Until recently Africa lagged behind the rest of the world where the internet was concerned, because of the high cost of access. But now the deployment of new undersea cables is helping bring down the cost of connectivity, especially in east and southern Africa. This has sparked an exciting new era for journalism, with an explosion of ideas and innovations that are producing “news you can use” tools. Established media is increasingly reaching out to citizens to involve them in their news-gathering and content production processes. The phone-in-a-bottle project is an example of what can be done with limited resources.

In Kenya, the Radio Group, the third largest media house, has set up Star Health, the first in a set of toolkits to help readers do easy background checks on doctors and learn whether they have ever been found guilty of malpractice. In one case a man working as a doctor turned out to be a vet.

The site, which has proved to be a big hit in a country where dodgy doctors are a major problem, also helps users locate medical specialists and their nearest health facility. It can also be used to check whether medicines are covered by the national health scheme. Importantly, the results of queries on Star Health are delivered via a premium SMS service that generates an income stream, crucial in an age when media needs to diversify revenue models away from reliance on advertising and, in some case, copy sales.

“These tools don’t replace traditional journalism, rather they augment journalistic reportage by, for example, helping readers to find out how a national story on dodgy doctors personally affects them,” says Arenstein. News must be personal and actionable and should become an important part of the media’s digital transformation strategies, he stresses.

The reality of journalism today is that, even though outlets may not have the large audiences of conventional media, anyone with a smartphone or basic digital skills has the ability to be a “publisher”.

In Nigeria, for example, the Sahara online community has over a million followers on social media, far more than many media houses. The challenge in the future will be for newsrooms to tap into these grassroots networks, but still keep citizens’ voices at their centre.

A pioneering project in Nigeria’s isolated Delta region has seen the mainstream media working with an existing citizen-reporting network, Naija Voices, to adopt remote-controlled drones fitted with cameras to monitor for environmentally destructive oil spills. The plan is to syndicate the footage to mainstream TV and newspaper partners in Lagos and Abuja. This would allow the newspapers unprecedented reach into parts of the country that had previously been largely inaccessible.

The fixed-wing drones are relatively cheap and simple to fly, but they crash from time to time. “Getting new parts, like the wings or pieces of the fuselage, would be costly and time consuming, so we’re experimenting with 3D printers to create parts onsite and on demand,” says Arenstein.

This citizen-reporting experiment builds on the work of AfricanSkyCam which for the past year has been experimenting with drones in Kenya as part of “Africa’s first newsroom-based eye-in-the-sky”. SkyCam uses drones and camera-equipped balloons to help media that cannot afford news helicopters to cover breaking news in dangerous situations or difficult to reach locations.

In South Africa, Oxpeckers Center for Investigative Environmental Reporting is using “geo journalism” and other mapping techniques to amplify its reporting and to analyse stories such as rhino poaching and canned lion ­hunting – breeding tame lions for wealthy trophy-hunters to shoot. Investigations help uncover trends or links to criminal syndicates and the Oxpeckers Center’s reportage is credited with promoting a recent ban on canned hunting in Botswana, and helping to shape laws on trade in rhino and other wildlife products in China and in Mozambique.

But the reality is that poorly resourced African newsrooms seldom have the in-house technology or digital skills to build new online tools.

So, AMI’s digital innovation programme and similar initiatives at Google, the Bill & Melinda Gates Foundation, and at smaller donors including the Indigo Trust are all building external support systems to help newsrooms leapfrog into a digital future.

Donors are also focusing on embedding data journalism approaches into mainstream media. They are helping journalists use publicly available digital information from sources such as censuses or government budgets to build decision-making tools to help ordinary citizens make better informed decisions on bread and butter issues affecting their lives.

Helping drive the new-tech approach is Code for Africa, a network of civic technology labs planned for countries across the continent to help drive innovation and to work with media and citizen journalist networks, to help them bridge the digital divide.

Code for South Africa (C4SA) is helping everyone, from the township-based Ziwaphi and its cholera alert project, to national media outlets, such as the Mail & Guardian and City Press.

“The media know they’re in crisis, with their advertising-based business model under threat as audiences shift online, but digital innovation is still a hard sell,” says C4SA director Adi Eyal. “Progress is painstakingly slow because many African media owners are hesitant to invest before they know how these new models will generate revenue. The result is that much of what South African newsrooms are calling home-grown data journalism is just visualisation. They’re creating very little actionable information and virtually no news tools that people can use to make decisions. The investment in a one-off project is high, so it is important that the tools that are built live on, so that newsrooms can use them to report on issues and people can act.”

Progress is painstakingly slow, but nevertheless the building blocks are slowly being put in place as the “root stock” — datasets from across Africa — is collected and collated on the African Open Data portal for both newsroom journalists and civic coders to use. The data means they can create applications and tools which will help them build communities and generate income.

C4SA is also building an “invisible” back-end infrastructure that newsrooms can help build news tools quickly and cheaply. This includes support for initiatives such as OpenAfrica that helps newsrooms digitise and extract data from source documents. C4SA has also built a series of open, machine-readable, data rich application programming interfaces (APIs) that newsrooms can easily plug into their mobile apps or websites. The APIs drive tools like WaziMap, which uses censuses, elections and other data to help journalists to dig into the make up of communities, right down to local ward level. Each of these resources is a tool not only for the media, but also for civic activists and public watchdogs, says Arenstein.

In a recent column on the future of newspapers, Ferial Haffajee, the editor of City Press, a national South African Sunday newspaper that is struggling to reinvent itself in the digital age, wrote: “Nothing is as it was. Nor are most things what they seem. We have a future, and it is tantalising.”

And you just need to look at the smartphones in a bottle and 3D-printed drones to know that this future is slowly, newsroom by newsroom, project by project, becoming a reality.

Naming and shaming: 8 countries egregiously violating religious freedom

In January, Index summarised the U.S. State Department’s “Countries of Particular Concern” — those that severely violate religious freedom rights within their borders. This list has remained static since 2006 and includes Burma, China, Eritrea, Iran, North Korea, Saudi Arabia, Sudan, and Uzbekistan. These countries not only suppress religious expression, they systematically torture and detain people who cross political and social red lines around faith.

Today the U.S. Commission on International Religious Freedom (USCIRF), an independent watchdog panel created by Congress to review international religious freedom conditions, released its 15th annual report recommending that the State Department double its list of worst offenders to include Egypt, Iraq, Nigeria, Pakistan, Tajikistan, Turkmenistan, Vietnam and Syria.

Here’s a roundup of the systematic, ongoing and egregious religious freedom violations unfolding in each.

1. Egypt

The promise of religious freedom that came with a revised constitution and ousted Islamist president last year has yet to transpire. An increasing number of dissident Sunnis, Coptic Christians, Shiite Muslims, atheists and other religious minorities are being arrested for “ridiculing or insulting heavenly religions or inciting sectarian strife” under the country’s blasphemy law. Attacks against these groups are seldom investigated. Freedom of belief is theoretically “absolute” in the new constitution approved in January, but only for Muslims, Christians and Jews. Baha’is are considered apostates, denied state identity cards and banned from engaging in public religious activities, as are Jehovah’s Witnesses. Egyptian courts sentenced 529 Islamist supporters to death in March and another 683 in April, though most of the March sentences have been commuted to life in prison. Courts also recently upheld the five-year prison sentence of writer Karam Saber, who allegedly committed blasphemy in his work.

2. Iraq

Iraq’s constitution guarantees religious freedom, but the government has largely failed to prevent religiously-motivated sectarian attacks. About two-thirds of Iraqi residents identify as Shiite and one-third as Sunni. Christians, Yezidis, Sabean-Mandaeans and other faith groups are dwindling as these minorities and atheists flee the country amid discrimination, persecution and fear. Baha’is, long considered apostates, are banned, as are followers of Wahhabism. Sunni-Shia tensions have been exacerbated recently by the crisis in neighboring Syria and extremist attacks against religious pilgrims on religious holidays. A proposed personal status law favoring Shiism is expected to deepen divisions if passed and has been heavily criticized for allowing girls to marry as young as nine.

3. Nigeria

Nigeria is roughly divided north-south between Islam and Christianity with a sprinkling of indigenous faiths throughout. Sectarian tensions along these geographic lines are further complicated by ethnic, political and economic divisions. Laws in Nigeria protect religious freedom, but rule of law is severely lacking. As a result, the government has failed to stop Islamist group Boko Haram from terrorizing and methodically slaughtering Christians and Muslim critics. An estimated 16,000 people have been killed and many houses of worship destroyed in the past 15 years as a result of violence between Christians and Muslims. The vast majority of these crimes have gone unpunished. Christians in Muslim-majority northern states regularly complain of discrimination in the spheres of education, employment, land ownership and media.

4. Pakistan

Pakistan’s record on religious freedom is dismal. Harsh anti-blasphemy laws are regularly evoked to settle personal and communal scores. Although no one has been executed for blasphemy in the past 25 years, dozens charged with the crime have fallen victim to vigilantism with impunity. Violent extremists from among Pakistan’s Taliban and Sunni Muslim majority regularly target the country’s many religious minorities, which include Shiites, Sufis, Christians, Hindus, Zoroastrians, Sikhs, Buddhists and Baha’is. Ahmadis are considered heretics and are prevented from identifying as Muslim, as the case of British Ahmadi Masud Ahmad made all too clear in recent months. Ahmadis are politically disenfranchised and Hindu marriages are not state-recognized. Laws must be consistent with Islam, the state religion, and freedom of expression is constitutionally “subject to any reasonable restrictions imposed by law in the interest of the glory of Islam,” fostering a culture of self-censorship.

5. Tajikistan

Religious freedom has rapidly deteriorated since Tajikistan’s 2009 religion law severely curtailed free exercise. Muslims, who represent 90 percent of the population, are heavily monitored and restricted in terms of education, dress, pilgrimage participation, imam selection and sermon content. All religious groups must register with the government. Proselytizing and private religious education are forbidden, minors are banned from participating in most religious activities and Muslim women face many restrictions on communal worship. Jehovah’s Witnesses have been banned from the country since 2007 for their conscientious objection to military service, as have several other religious groups. Hundreds of unregistered mosques have been closed in recent years, and “inappropriate” religious texts are regularly confiscated.

6. Turkmenistan

The religious freedom situation in Turkmenistan is similar to that of Tajikistan but worse due to the country’s extraordinary political isolation and government repression. Turkmenistan’s constitution guarantees religious freedom, but many laws, most notably the 2003 religion law, contradict these provisions. All religious organizations must register with the government and remain subject to raids and harassment even if approved. Shiite Muslim groups, Protestant groups and Jehovah’s Witnesses have all had their registration applications denied in recent years. Private worship is forbidden and foreign travel for pilgrimages and religious education are greatly restricted. The government hires and fires clergy, censors religious texts, and fines and imprisons believers for their convictions.

7. Vietnam

Vietnam’s government uses vague national security laws to suppress religious freedom and freedom of expression as a means of maintaining its authority and control. A 2005 decree warns that “abuse” of religious freedom “to undermine the country’s peace, independence, and unity” is illegal and that religious activities must not “negatively affect the cultural traditions of the nation.” Religious diversity is high in Vietnam, with half the population claiming some form of Buddhism and the rest identifying as Catholic, Hoa Hao, Cao Dai, Protestant, Muslim or with other small faith and non-religious communities. Religious groups that register with the government are allowed to grow but are closely monitored by specialized police forces, who employ violence and intimidation to repress unregistered groups.

8. Syria

The ongoing Syrian crisis is now being fought along sectarian lines, greatly diminishing religious freedom in the country. President Bashar al-Assad’s forces, aligned with Hezbollah and Shabiha, have targeted Syria’s majority-Sunni Muslim population with religiously-divisive rhetoric and attacks. Extremist groups on the other side, including al-Qaeda and the Islamic State of Iraq and the Levant (ISIL), have targeted Christians and Alawites in their fight for an Islamic state devoid of religious tolerance or diversity. Many Syrians choose their allegiances based on their families’ faith in order to survive. It’s important to note that all human rights, not just religious freedom, are suffering in Syria and in neighboring refugee camps. In quieter times, proselytizing, conversion from Islam and some interfaith marriages are restricted, and all religious groups must officially register with the government.

The worst countries for religious freedom

At its core, freedom of religion or belief requires freedom of expression. Both fundamental rights are protected in the Universal Declaration of Human Rights, yet nearly half of all countries penalize blasphemy, apostasy or defamation of religion. In 13 countries, atheists can be put to death for their lack of belief.

The U.S. State Department names and shames eight “Countries of Particular Concern” that severely violate religious freedom rights within their borders. These countries not only suppress religious expression, they systematically torture and detain people who cross political and social red lines around faith. The worst of the worst are:

1. Burma

Burma’s population is 90 percent Theravada Buddhist, a faith the government embraces and promotes over Christianity, Islam and Hinduism. Minority populations that adhere to these and other faiths are denied building permits, banned from proselytizing and pressured to convert to the majority faith. Religious groups must register with the government, and Burmese citizens must list their faith on official documents. Burma’s constitution provides for limited religious freedom, but individual laws and government officials actively restrict it. Most at risk in Burma are Rohingya Muslims, 240 of whom were killed this year in clashes with Buddhist mobs. Burma has refused to grant citizenship to 800,000 Rohingya, 240,000 of whom have fled their homes in recent clashes.

2. China

The ruling Chinese Communist Party is officially an atheist organisation. China’s constitution provides for freedom of religious belief, but the government actively restricts any religious expression that could potentially undermine its authority. Only five religious groups — Buddhists, Taoists, Muslims, Catholics and Protestants — can register with the government and legally hold services. Adherents of unregistered faiths and folk religions often worship illegally and in secret. Uighur Muslims, Tibetan Buddhists and Falun Gong practitioners have faced particularly severe repression in recent years, including forced conversion, torture and imprisonment.

3. Eritrea

The Eritrean government only recognizes four religious groups: the Eritrean Orthodox Church, Sunni Islam, the Roman Catholic Church, and the Evangelical Lutheran Church of Eritrea. These groups enjoy limited religious freedom while adherents of other faiths face harassment and imprisonment. Religious persecution in Eritrea is generally driven by government rather than social concerns. Jehovah’s Witnesses and other conscientious objectors who refuse to enroll in compulsory military training are subject to physical abuse, detention and hard labour. People of non-recognized religions are barred from congregating in disused houses of worship and have trouble obtaining passports or visas to exit the country.

4. Iran

Iran’s constitution offers some religious freedom rights for recognized sects of Islam along with Christians, Jews and Zoroastrians. Baha’is, who the government considers apostates and labels a “political sect,” are excluded from these limited protections and are systematically discriminated against through gozinesh provisions, which limit their access to employment, education and housing. Evangelical Christians and other faith groups face persecution for violating bans on proselytizing. Religious minorities have been charged in recent years and imprisoned in harsh conditions for committing “enmity against God” and spreading “anti-Islamic propaganda.” Government-controlled media regularly attack Baha’is, Jews and other minority faiths to amplify social hostilities against them.

5. North Korea

North Korea’s constitution guarantees religious freedom, but this right is far from upheld. The state is officially atheist. Author John Sweeney says the country is “seized by a political religion” and that it considers established religious traditions a threat to state unity and control. North Korea allow for government-sponsored Christian and Buddhist religious organizations to operate and build houses of worship, but political analysts suspect this “concession” is for the sake of external propaganda. A Christian group says it dropped  50,000 Bibles over North Korea over the past year. If caught with one, citizens face imprisonment, torture or even death. Given the government’s extreme control over the flow of reliable information, it is difficult to determine the true extent of religious persecution in North Korea.

6. Saudi Arabia

Saudi Arabia’s constitution is not a standalone document. It is comprised of the Quran and sayings of the Prophet Muhammad, which do not include religious freedom guarantees as spelled out in Article 18 of the Universal Declaration of Human Rights. In Saudi, it is illegal to publicly practice any faith other than the state’s official religion Sunni Islam. Members of other faiths can worship privately, but non-Muslim houses of worship may not be built. The Committee for the Promotion of Virtue and Prevention of Vice, otherwise known as Saudi’s morality or religious police, enforce Shariah law on the streets. Apostasy and blasphemy against Sunni Islam can be punished by death, as several high-profile Twitter cases have reminded global media in recent years.

7. Sudan

Sudan’s interim constitution partially protects religious freedom but restricts apostasy, blasphemy and defamation of Islam. Muslim women are also prevented from marrying non-Muslim men. The country’s vaguely worded apostasy law discourages proselytizing of non-Muslim faiths. Christian South Sudanese living in Sudan are subject to harassment and intimidation by government agents and society at large, but untangling the religious and ethnic motivations for this persecution can be difficult. Muslims generally enjoy social, legal and economic privileges denied to the Christian minority population. Government authorities have reportedly destroyed churches in recent years, and Christian groups have reportedly been subject to disproportionate taxes and delays in building new houses of worship. 8. Uzbekistan

Proselytizing is prohibited in Uzbekistan, and religious groups must undergo a burdensome registration process with the government to enjoy what limited religious freedom is permitted in the country. More than 2,000 religious groups have registered with the government, the vast majority of which are Muslim but also include Jewish, Catholic and other Christian communities. Registered and unregistered groups are sometimes subject to raids, during which holy books have been destroyed. Individuals and groups deemed “extremist,” often for national security concerns rather than specific aspects of their faith, are imprisoned under harsh conditions and tortured, sometimes to death.

Day to end impunity toolkit

Journalists are known for uncovering the truth. What is less known is how these journalists gather these facts, often risking their jobs, and sometimes their lives, to discover information others are attempting to keep hidden from the world.

The Taksim Gezi Park Protest

The Gezi Park protest in Turkey made international news when, in May 2013, a sit-in at the park protesting plans to develop the area sparked violent clashes with police. What didn’t grab the attention of media workers worldwide was that at least 59 of their fellow journalists were fired or forced to quit over their reporting of the events.

The Turkish press have been long-time sufferers of the need to self-censor in an environment where the press is ultimately run by a handful of wealthy individuals. The Gezi Park protests saw a surge in the controlling influence of the Turkish media as 22 journalists were fired and a further 37 forced to quit due to their determination to cover the clashes for a national and international audience, as was their duty as journalists.

Turkey came in at 154th in the Reporters Without Borders Freedom of the Press Index 2013, a drop of six places from 2012.

Journalists imprisoned

2013 was the first year a detailed survey was carried out by Reporters Without Borders which looked into how many journalists had been imprisoned for their work; the result was shocking. One hundred and seventy eight journalists were spending time in jail for their actions, along with 14 media assistants. Perhaps more worrying was the statistic that 166 netizens had been imprisoned, those who actively supply the world with content often without being paid whilst gaining access to places that many ‘official’ journalists are banned from.

China handed out the most prison sentences during 2013 with 30 media personal serving time behind bars. Closely behind was Eritrea with 28 journalists imprisoned, Turkey with 27, and Iran and Syria handing out 20 sentences each.

Press freedom in Afghanistan

Murder, injuries, threats, beatings, closure of media organisations, and the dismissal for liking a Facebook post have all accounted towards the 62 cases of violence against the media and journalists working in Afghanistan over the past eight months. The Afghanistan Journalists Center, which collected the data from January to August 2013, has claimed that government officials and security forces, the Taliban, and illegal armed groups are behind the majority of attacks.

Of particular concern is the growing threat to female journalists who have been forced to quit their jobs after threats to their families.

According to the Afghanistan Media Law; every person has the right to freedom of thought and speech, which includes the right to seek, obtain and disseminate information and views within the limit of law without any interference, restriction and threat by the government or officials- a law Afghanistan does not appear to be upholding.

Exiled journalists

Some journalists are taking a risk every day that they go to work. They may not be killed for their reporting but that does not stop them facing imprisonment, violence, and harassment. Between June 2008 and May 2013 the CPJ found that 456 journalists were forced into exile as a means of protecting their families and themselves due to their determination to uncover the truth.

The top countries from which journalists fled included Somalia, Ethiopia and Sri Lanka with Iran topping the table having forced a total of 82 journalists into exile. Although a majority of these journalists claim sanctuary in countries like Sweden, the U.S and Kenya, only 7% of those exiled since 2008 have been able to return home.

Impunity

Murder is a crime for which those involved should be punished. Yet in the case of the killing of journalists nine out of 10 killers go free. Put another way, in only five percent of cases for the murder of a journalist does the defendant receive a sentence of full justice. The most likely reason to kill a journalist is to silence them from speaking the truth to others.

IFEX, global freedom of expression network behind the International Day to End Impunity campaign said: “When someone acts with impunity, it means that their actions have no consequences. Intimidation, threats, attacks and murders go unpunished.  In the past 10 years, more than 500 journalists have been killed. Murder is the ultimate form of censorship, and media are undoubtedly on the frontlines of free expression.”
